Topic :   Michael Jackson dating Pamela Anderson?

Pop legend Michael Jackson has been on a string of dates with Hollywood actress Pamela Anderson and the two have been secretly meeting in Malibu, according to a report.

"It was all arranged by their people in total secrecy, very cloak and dagger. Michael is such a private person. He gets nervous when he thinks people are following him around, so he chose somewhere neutral for their first date,” a source was quoted in the report on themirror.co.uk.

"They were very chatty. Pamela was being her usual flirty self and Michael seemed to be responding. They are such a strange couple but they seemed to really hit it off," the source added.

According to the source, Michael also plucked up the courage to ask Pamela out on a second date, which she was more than happy to accept.

"They went for a coffee at Country Mart in Malibu and looked very comfortable with each other. They chatted about Michael turning 50, his new album, their kids. He seemed genuinely interested in Pamela," the source said.

Michael turned 50 on Aug 29 and has three children while Pamela is 41 and has two children.

Topic :   Kareena and Saif are madly in love!

Bollywood’s two honeyed sweethearts, clearly so much in love, were at the Zee Carnival in Secaucus, New Jersey at the weekend where they took part in a Q&A session with fans. Kareena was in a teasing mood. When asked what was the sweetest thing that Saif Ali had said to her, Kareena said he hadn’t said anything sweet to her in three days! Saif Ali Khan promised to make up for it! Kareena also said her favourite film was Jab We Met, which of course she starred in with former boyfriend Shahid Kapoor!

Bebo won the Best Female Debut Award with Refugee and has never looked back with triumphs in movies such as Kabhi Khushi Kabhi Gham and Asoka before stamping her authority as an actress in roles in Chameli (Special Performance Award) Dev and Omkara, for both of which she won Best Actress Awards. 36 China Town was also well received. Jab We Met was then one of the big hits of 2007. One critic said of Jab We Met, "Uninhibited and spontaneous, Kareena Kapoor is the soul of this picture, its biggest strength, as she brings alive her character with not just those smart lines, but with the kind of candor actors seldom invest in their work.” She will soon be seen in the action comedy Golmaal Returns and her voice will be heard in Roadside Romeo, both movies being released around the time of Diwali. Bebo recently said of Saif Ali, “He’s a great lover!...I think he is the man I’ve been waiting for. He’s everything any woman would ask for, everything that a woman needs.” Kareena studied microcomputing in the US.

Saif Ali Khan of course is the son of the Nawab of Pataudi and Sharmila Tagore and the brother of Soha Ali Khan. First catching our eye in Dil Chahta Hai after serving a fairly long apprenticeship in a number of largely forgettable movies, he has also proved his acting ability more recently in films such as Kal Ho Naa Ho and Hum Tum, for which he won a Best Actor Award. Parineeta and the amazing Omkara followed as well as the very interesting Being Cyrus. A graduate of Winchester College in the UK, Saif Ali announced recently that he will be doing a stage show in Sharjah with Kareena and Minissha Lamba. His voice will also be heard in Roadside Romeo.

Britney Spears began drinking at the age of 13, lost virginity at 14 and then started drugs at the age of 15, according to the tell-all book by mum Lynne Spears.

Lynne has made some sensational revelations in her book due to release on September 16.

In her book Through the Storm, Lynne revealed that the 26-year-old singer began drinking at the age of 13, lost her virginity at 14, and then started taking drugs at 15.

The Toxic singer allegedly had her first drink after joining Disneys squeaky-clean Mickey Mouse Club.

Lynne also claims that the 14-year-old Britney then had sex with an 18-year-old high school in her home town of Kentwood, Louisiana soon after she quit the TV show.

She said that she regrets handing over control of Britneys career to managers and allowing her daughter to be promoted as a sex object in raunchy videos at such a young age.

As Britney pursued her career, Lynne let her 16-year-old daughter sleep with Justin Timberlake, despite claiming she was a virgin.

Lynne thought Britney was in love and Justin was good for her, the Sun quoted a source, as saying.

Britney was once caught with cocaine and cannabis on a private jet, when she was 16.

The book is set to deepen the rift between Britney and Lynne.

But this definitely doesn't mean that she won't be doing photo shoots any more. Poonam has recently done a very 'sensuous yet decent' photo shot which she says she took up to break free from the 'simple and sweet girl' image.

"I have recently done a very sensuous yet decent photo shoot. So far I have done hot and happening videos but for some reason people always had an impression that I am a very simple, innocent, perfect-for-sareers kind of girl.

And I wanted to break free from this image and for that I did this photo shoot. It is not at all vulgar or cheap. I had got an offer to do a photo shoot for playboy but I rejected it because it was a nude shoot and I an definitely not comfortable going nude in front of the camera, " she says.

And reportedly Poonam was all set to pose for Playboy Centrespread, a legendary magazine that is known to fascinate men all over the globe.

Sadly, the photo shoot that all the men have been waiting for has not come out yet. "Yes, it is true that I was offered to do and photo shoot for playboy. But I rejected the offer because it was a nude shooting and I am not comfortable with it.

Agents from Playboy had come to India and when they saw my photos they thought that they should sign a photo shoot with me. I met them and the moment they said it is a nude shoot I declined from doing it."

Poonam must have definitely lost out on a lot of money due to this. However she says she simply doesn't care about money. "I really don't care about how much they were ready to pay me for that. If I am not comfortable with something, then I don't even bother to ask about the amount, " she says.

A two-day stakeholder meeting on Climate Change and Trade started yesterday (Sept 02), at Le Morne Paradis hotel, at the initiative of the International Centre for Trade and Sustainable Development and the Commonwealth Secretariat in collaboration with the Ministry of Finance and Economic Development.

Climate Change and Trade are key issues for developing countries. The aim of this forum is to help smaller developing countries to understand the opportunities, and challenges they face with regard to climate change and trade policy and to be informed about policy choices.

This two-day meeting, attended by foreign delegates as well as Mauritian counterparts will also act as a platform where participants will discuss issues related to climate change and trade which are at the forefront of debates on sustainable development.

The acting Minister of Finance and Economic Development, Mr. Vasant Bunwaree, said that the meeting was held at an opportune time as Mauritius is already engaged in a national endeavour to develop Green Mauritius through the Maurice Ile Durable project. He further made a plea that though trade and climate change are being managed globally, additional efforts should be made to integrate climate change and trade so that both policies are mutually supportive.

The Minister added that global warming, trade and energy prices call for a fundamental review of the assumptions on which Mauritius has planned its economic development. Hence, the country will have to double the share of renewable sources of energy to produce electricity to around 40 percent within the next decade. And this is achievable by increasing the megawatts from renewable sources and the megawatts from energy savings, he said.

“Government is aware of the potential of the Small and Medium Enterprises (SMEs) sector as a major tool to reduce unemployment and accelerate economic growth.” stated the Minister of Industry, SMEs, Commerce and Cooperatives, Dr. Rajesh Jeetah, at a press conference yesterday.

Contributions of SMEs have been more significant to the Mauritian economy since the past few years. According to the census of economic activities for 2007, the gross output of the SME sector was Rs 72.9 billion compared to Rs 29.1 billion in 2002. The sector contributed up to 20 % of the country’s Gross Domestic Product and provided 40% total employment, that is employing 208 797 individuals.  The number of small production units has also increased from 74 928 in 2002 to 91 979 in 2007.

Government has committed itself to provide the necessary support and create a more conducive and business-friendly environment. A number of measures such as the introduction of the Business Facilitation Act 2006 and the simplification of bureaucratic red-tapes have been taken by the authorities to promote entrepreneurship.

Dr. Jeetah highlighted that the various measures put in place have been instrumental for the development of the SMEs sector in Mauritius. In its quest to encourage Mauritians to set up their own businesses, the Government has reviewed the SMEs support and financing programmes by improving the support framework for SMEs and expanded the range of financing instruments.

As yet another new financial facility, Government has invested nearly Rs500 million for the setting up of a Manufacturing Adjustment and SME Development Fund for improving competitiveness and facilitating the restructuring of enterprises.

The Minister also announced that two SMEs Park Villages at La Tour Koenig and Terre Rouge for light and medium industries will be operational by the end of this month.

Topic :   Public officers exposed to the techniques of legislative drafting

“With the integration of Mauritius in the international economy, there is mounting pressure for the adoption of new laws reflecting international standards, and policies cannot be devised in ignorance of international norms and practices.”

This statement was made by the Attorney General, Minister of Justice and Human Rights, Mr. Rama Valayden, this morning (Sept 02), in Port Louis, at the opening of a two-day training programme on legislative drafting meant for officers of the administrative cadre of the Civil Service. He stressed the need for adequate communication so that policy makers are made fully aware of the implications of proposed legislative changes.

The Attorney General also added that officers of the administrative cadre are more exposed to the day-to-day business of a Ministry and are also better placed to assess a shortfall in the law. So, the instructing officer should be provided with the essential tools to give the drafter a clear and comprehensive picture of the legislation which needs to be reviewed.

For his part, the Secretary to Cabinet and Head of the Civil Service, Mr. S.C.Seeballuck, highlighted that high quality legislation is not only one which can stand the test of time, but also one which can be effectively implemented and enforced. He emphasised that training and staff development is instrumental in enhancing professionalism in the public sector.

An initiative of the Ministry of Civil Service and Administrative Reforms in collaboration with the Attorney General's Office, this two-day training programme aims at helping the participants to formulate legislative drafting instructions as well as guiding them on how to peruse draft legislation effectively. It will also sensitize the participants on the role of the instructing officer and the drafter.

This training programme is being conducted by Sir Victor Glover, former Chief Justice.

Topic :   Wheat cultivation on trial in Mauritius

The Minister of Agro Industry and Fisheries, Dr A. Boolell, visited this morning(Sept 01) the Crop Research Station of the Agricultural Research and Extension Unit (AREU) in Réduit where research trials on 49 wheat varieties are being conducted.

The aim of those trials is to assess the feasibility of spring wheat production in Mauritius so as to reduce our imports and meet local demand for the commodity. The 49 varieties, imported from CIMMITY, an international research centre on wheat and maize based in Mexico, were sown on an area of 1,500m2 in April 2008 for testing under local conditions and selection. The criteria for selection are earliness, high grain yield and tolerance to major pests and diseases. To-date, three varieties have been harvested with a yield of five tons per hectare.

Dr Boolell commended the project, which, he said, has been a success story based on both intra and extra institutional cooperation among the Ministry, the Mauritius Sugar Industry and Research Institute, the State Trading Cooperation, the National Plant Protection Office, Les Moulins de la Concorde (LMLC) and other agricultural services. He stressed the need to find the means on how best to implement the actual project of wheat cultivation in different areas of Mauritius.

The minister said that the success of the pilot project could contribute to Mauritius benefiting from European Commission funding to sustain its new policies in the agricultural sector. He also recalled efforts to establish and encourage cooperation with regional partners such as Madagascar and Zambia and called for the setting up of a regional food consortium to make sure that investments on food commodities get fruitful returns.

The next step of the pilot project on wheat cultivation will be the post harvest assessment where physical and chemical tests will be carried out in collaboration with LMLC to select varieties with the best baking characteristics. Then mechanisation of sowing and harvesting operations will be undertaken to determine the viability of large-scale wheat production.
