The Attorney-General, Minister of Justice and Human Rights, Mr. Rama Valayden, underlined the need to know what different crimes cost, rather than simply knowing their numbers. He was speaking this morning at Le Labourdonnais Hotel in Port Louis at the opening of a General Data Dissemination System workshop on Justice, Crime and Security Statistics which is organised by the World Bank. According to Minister Valayden any statistics system developed in the field of crime should not only investigate the causes of crime, but also enable one to assess how effective is the criminal justice system.
"Knowing the crime costs gives a better foundation for assessing where crime prevention efforts are best targeted and consequently taking remedial measures where appropriate", the Attorney-General, Minister of Justice and Human Rights said.
According to him, the statistics system must be user-oriented and not be viewed as an end in itself but as a means to other ends, such as decision-making. Statistics must be useful, timely and credible and that the collection and processing of data must be impartial, he added.
Some twenty participants from Kenya, Mauritius, Namibia, Seychelles, and Tanzania are participating in the workshop. The resource persons are from the World Bank. The objective of this workshop is to discuss issues with regard to the development of a reliable and comprehensive system of crime, justice and security statistics. It will also focus on statistical problem of classification, timeliness of data collection and dissemination, and also on the development of IT systems and use of statistics for policy making.
